In both capitalist and socialist people have some control over the resources of the country. The people have control over their lives, they have control over their properties. If they have minerals in their land they can decide whether they want to sell it or not.
Capitalism in Germany is found in its institutions such as banking and educational systems. The government controls most of the necessities of the people. In capitalism the competition on business drives prices.
Socialist in Canada is free market economy and includes free health and medical care. The government supplies the people with what they need.
Neither in Capitalism nor Socialist governments or people have the control over the prices of oil or food. At least if the country have a lot of them than they can decide the price that should be pay for them.
